Media Digitization and Streaming Policy
Background
The 91ɬÂþ Library (hereinafter “the Libraryâ€) offers audiovisual resources via certain platforms and digitization services for many types of media content. The primary purpose of digitization as well as streaming is to make content available online for 91ɬÂþ faculty, students and staff to further educational and research goals and to enhance learning outcomes.
Purpose
This policy establishes parameters to guide faculty and staff in making appropriate resources available for their students through a secure platform for instruction and active classroom use. It sets forth procedures for requesting digitization and streaming of audiovisual resources held in the Library collection under license to the college or in physical form.
Policy
If a resource is available through a library-licensed streaming service, the Library will not digitize a physical copy of the resource. For a resource that is not available through a library-licensed streaming service in the specific version desired by the instructor, the Library may digitize and provide virtual access to the media physically held in the collection.
Upon request, and in accordance with the college’s policy on Copyright Compliance, the Library will digitize and securely host media that is considered integral to the classroom experience of a course. Instructors are responsible for determining (a) what portion, or portions, of a resource are integral, and thus needed to fulfill the course learning objectives; and (b) whether their request is considered “Fair Use under the copyright laws of the United States.
For more information on copyright and the Fair Use exemptions, please see the Library’s and information. Please if you have questions about appropriate use.
Parameters for Digitizing and Streaming

The Library will first attempt to fulfill a streaming request by utilizing a streaming service licensed by the Library. 91ɬÂþ Library resources are primarily licensed for educational course use and may not have rights for public performance. “Educational useâ€ in the context of streaming services means that the presentation of the streamed content is accomplished through a faculty, or staff member’s instruction and the presentation is available only to students enrolled in the course for the time necessary for the educational objective.
Library-Owned Material
For a requested resource that is not available through a college-licensed streaming service or otherwise in an educational licensable format, the Library may digitize media that is physically owned by the library subject to the following conditions:
- The digitized media is available for active course use only and for a limited time.
- Access is restricted to students enrolled in the class for the term of the class through the course's password-protected Moodle site.
- Faculty acknowledges that the media is required for the course and is limited to only what is necessary to achieve the educational objective(s).
- The Library places the physical media–typically DVD–on restriction for the duration of the course access.
Alternate Access to Media
The Library will not digitize interlibrary loan resources or copies of media owned personally by faculty or staff for streaming purposes.
If the Library does not own or license media requested for course instruction, the Library will attempt to purchase a copy of the needed resource. The Library, in its discretion, may acquire a second copy if staff determines the additional copy of the media is required for another course, the instruction for which occurs simultaneously with the other course for which the media has been requested.
If the Library is unable to acquire the requested resource in DVD or streaming rights to it, the Library can on course reserve for student viewing. The Library disclaims all responsibility for such personal copies that are damaged or missing through this process (except due to negligence of the library).
Procedures for Submitting a Digitization Request

To provide sufficient time to process a streaming request, please submit requests at least fourteen (14) days before it is needed for class use. Please note, if a DVD must be acquired to fulfill the digital request, this will prolong the processing time. Submissions will be processed on a first-come, first-served basis.
Faculty will receive an email notification when their requested title is available.
